Hugh having the choice of taking a test is not a new idea. Requiring that leaders pass a test of some kind has had fans for thousands of years. In Plato’s Republic and his follow on dissertation The Laws he wanted individuals of the highest character. Marx wanted the vanguard of the proletariat, people who understood what people really needed and choose for them. John Rawls in his Theory of Justice wanted the opposite, individuals who had no idea where their own interests lay or any memory of their experiences. In his view, they would be very careful in their choices in setting up the government. The Constitutional system allows the people to choose whomever they want. There are also kingdoms, countries ruled by groups, and countries headed by a religious figure.
